But according to the 9/11 Commission Report, unlike Clinton Bush made no military efforts until after 9/11 and the 9/11 commission was told by Bush that "before 9/11, he had not seen good options for special military operations against Bin Laden". - Rice made a second claim that Clinton did not leave a comprehensive strategy for the Bush Administration to fight Al Qaeda. But the 9/11 Commission Report notes that in January 2001 Rice did receive a comprehensive report titled "Strategy For Eliminating the Threat From the Jihadist Networks of Al Qaeda".
